Parliament Continues Work of Regular Sittings

On May 31, the RA National Assembly continued the work of the regular sittings. The MPs by voting passed the bills debated on the previous day.

By the proposal of the RA NA Standing Committee on Defense and Security the debate of the draft law on Making Amendments and Addenda to the RA Law on Military Service and Serviceman’s Status will be held by the decision of the parliament in the special procedure within twenty four hours.

The RA NA Speaker Ararat Mirzoyan has informed that under the Paragraph 1 of Article 155 of the Constitutional Law the Rules of Procedure of the National Assembly, the RA NA deputy Narine Khachaturyan presented resignation on May 30. Under Paragraph 2 of the same Article, if after the issuance of the resignation, within one week, the deputy takes back in written form her resignation, then the Speaker of the National Assembly makes a statement, if she does not take back her resignation, then a protocol is made on suspension of her authorities, which signs and issues the Speaker of the National Assembly.

The MPs continued the debate of the item on the election of Aren Danielyan nominated with three-year term in the position of the member of the RA State Commission for the Protection of Economic Competition (SCPEC) by the Prime Minister.

Afterwards the parliament debated the item on the election of Davit Hovhannisyan nominated with three-year term in the position of the member of the RA State Commission for the Protection of Economic Competition by the Prime Minister.

The deputies Artak Manukyan, Edgar Arakelyan and Suren Grigoryan exchanged thoughts.

The RA Prime Minister proposed Tigran Markosyan’s candidacy in the position of the SCPEC with three-year term.

The draft law on Making Amendments and Addenda to the RA Criminal-Procedure Code and the enclosed legislative package authored by the government, the draft law on Making Addendum to the RA Law on State Duty and the package of the enclosed bills and the draft law on Making Amendment and Addendum to the RA Code on Administrative Offences authored by the NA Bright Armenia Faction were debated in the second reading.

The RA First Deputy Minister Artak Asatryan presented for debate the draft law on Making Addendum to the Criminal Code.

The member of the NA Standing Committee on State and Legal Affairs Nikolay Baghdasaryan presented the endorsement of the Committee.

The draft law on making Addendum to the RA Law on State Duty authored by the Government and the package of the enclosed bills authored by the government was debated in the second reading to be completely passed.

The member of the NA Standing Committee on Economic Affairs Hayk Sargsyan urged his colleagues to vote for it.

The RA Minister of Economic Development and Investments Tigran Khachatryan presented the package of bills designing amendments to the draft law on State-Private Partnership and the enclosed laws were debated in the first reading.

The Chair of the NA Standing Committee on Economic Affairs Babken Tunyan presented the endorsement of the Committee.

The parliament in the first reading debated the draft law on Making Addendum to the RA Law on the Repressed presented by the RA First Deputy Minister of Justice Artak Asatryan.

The member of the NA Standing Committee on Protection of Human Rights and Public Affairs Sargis Khandanyan presented the endorsement of the Committee.

Summing up the results of the elections the Chair of the NA Accounting Committee Vahagn Hovakimyan informed that Hayk Karapetyan, Vahe Chibukhchyan, Aren Danielyan, Tigran Markosyan were elected SCPEC members.

With 39 for and 62 against Davit Hovhannisyan was not elected SCPEC member.

The MPs debated in the first reading the draft law on Amending the RA Civil Code authored by the Bright Armenia Faction and presented by the Chair of the Standing Committee on Financial-Credit and Financial Affairs Mane Tandilyan.

The member of the Standing Committee on Economic Affairs Arkady Khachatryan presented the endorsement of the Committee.

The bill on Making Addenda to the RA Law on Lotteries was debated in the first reading.

The MP Babken Tunyan presented the endorsement, and the RA Deputy Minister of Finance Armen Hayrapetyan – the positive position of the Government.

The MPs Gor Gevorgyan, Sisak Gabrielyan, Sipan Pashinyan, Hayk Sargsyan, Gevorg Papoyan, Artak Manukyan, Hayk Konjoryan, Artur Davtyan, Babken Tunyan and Alen Simonyan delivered speeches on the initiative.

Afterwards the parliament in the first reading debated the draft law on Making Amendments and Addendum to the RA Law on Amending the RA Law on Licensing presented by Gurgen Baghdasaryan.

The deputy Hayk Gevorgyan presented the endorsement of the Standing Committee on Economic Affairs.

The Chairman of the RA Urban Development Committee Vahagn Vermishyan urged the deputies to vote for the initiative.

At the sitting the NA Speaker has announced that under Paragraph 1 of Article 20 of the RA Constitutional Law the Rules of Procedure of the National Assembly, by the demand of at least one fourth of the deputies’ general number, the activities of the Office of the Program for Implementation of the State Committee for Water Economy of the RA Ministry of Energy Infrastructures and Natural Resources in Ararat and Armavir Marzes, an Investigative Committee of the National Assembly was created by the force of law for making a matter of examination its substantiation and the problems.

Ararat Mirzoyan has informed that under Paragraph 6 of Article 20 of the RA Constitutional Law the Rules of Procedure of the National Assembly, the draft decision of the National Assembly establishing the number of the Investigative Committee will be debated in the regular sittings of the National Assembly to be convened on June 18

The Head of the parliament has also informed that Paragraph 2 of Article 20 of the RA Constitutional Law the Rules of Procedure of the National Assembly, by the demand of at least one third of the deputies’ general number the NA Standing Committee on Defense and Security will carry out the authorities of the Investigative Committee by the force of law to study the circumstances of the military operations carried out in April 2016.

The RA Deputy Minister of Justice Anna Vardapetyan presented in the first reading the package of the bills on Making Addendum to the RA Criminal Code and on Making Addendum to the RA Criminal Procedure Code.

The member of the RA NA Standing Committee on State and Legal Affairs Taron Simonyan presented the endorsement of the Committee.

The bill on making Amendments and Addenda to the RA Law on Human Trafficking and Similarity and Support of the Persons Subjected to Exploitation was debated in the second reading.

Presenting the viewpoint of the government the RA Deputy Minister of Finance Arman Poghosyan has noted that the executive body proposes to abstain from the amendment.

The Parliament will continue the work of the sitting on June 3 at 10:00.
